The people’s governments of the districts and counties, the commissions, offices and bureaus of the municipal government, and the municipal institutions:

  "Beijing Tourism Bureau functions, internal structure and staffing requirements" approved by the municipal government, is hereby issued.

Provisions of Beijing Tourism Bureau on Function Allocation, Internal Structure and Staffing

  According to the Reform Plan of Party and Government Organizations in Beijing approved by the Central Committee of the Communist Party of China and the State Council and the Notice of Beijing Municipal People’s Government on Organization Establishment (Jing Zheng Fa [2000] No.2), Beijing Tourism Administration was renamed Beijing Tourism Bureau (hereinafter referred to as Beijing Tourism Bureau). The Municipal Tourism Bureau is an institution directly under the municipal government in charge of tourism management in this Municipality.

  I. Functional adjustment

  Cancel the approval of the city’s tourism development and construction projects and tourist areas (spots) interpreter qualification certification function.

  Second, the main responsibilities

  According to the above functions, the main responsibilities of the Municipal Tourism Bureau are:

  (a) to study and formulate policies for the development of tourism in this Municipality, formulate medium-and long-term plans and annual plans for the development of tourism in this Municipality, and organize their implementation.

  (two) to draft local laws and regulations on tourism in this Municipality; Organize the implementation of tourism laws and regulations, and be responsible for guidance and supervision.

  (three) to study and formulate the development strategy of the city’s international tourism market, and organize the implementation; Organizing external publicity and major promotional activities of the city’s tourism image; Carry out foreign tourism business exchanges.

  (four) to cultivate and improve the domestic tourism market in this Municipality; To study and formulate measures for the development of domestic tourism in this Municipality, and organize their implementation; Organize major domestic tourism promotion activities.

  (five) to be responsible for approving and auditing the work of travel agencies within their management authority; Organize the star rating of tourist hotels; To manage the quality grading and evaluation of tourist areas (spots) in the city; Approve designated tourist units, and organize the formulation of relevant standards and management measures; Responsible for the industry management of tourism enterprises and employees.

  (six) to formulate the service standards of the tourism industry and promote the improvement of the quality of tourism services; Organize the inspection and exchange of tourism service quality; Accept complaints from domestic and foreign tourists, and supervise and inspect the handling of complaints by tourism enterprises.

  (seven) to manage the city’s tourism market according to law, and to guide the investigation and punishment of violations of tourism laws and regulations; Standardize the tourism market, optimize the tourism environment, and ensure the healthy and orderly development of the tourism market in this city.

  (eight) to organize a general survey of tourism resources; According to the city’s tourism development plan, review the construction of tourism facilities and the development and utilization projects of tourist areas (spots); Responsible for tourism statistics and analysis.

  (nine) to coordinate and promote the development of tourism projects and tourism products, the production and sales of tourist souvenirs, and tourism and entertainment; Coordinate and manage the work of tourism safety and the order of tourist areas (spots).

  (ten) to formulate the city’s tourism industry education and training plan; To study and formulate the vocational qualification system and grade system in tourism professionals, and organize their implementation; To guide and coordinate the education and training of tourism education and training institutions and tourism enterprises.

  (eleven) to guide the work of social organizations in the tourism industry in this Municipality; Guide and coordinate district and county tourism work.

  (twelve) to undertake other tasks assigned by the municipal government.

  Third, internal institutions

  According to the above responsibilities, the Municipal Tourism Bureau has 10 functional offices, party committees and veteran cadres. 

      (1) Office

  Responsible for the government affairs of this organ; Responsible for official document processing, information, motions, suggestions, proposals, letters and visits, archives, confidentiality, reception and liaison, compilation of travel records, and organization of important meetings; Responsible for the supervision of important documents and matters decided by the meeting; Responsible for office security and asset management.

  (2) Policy and Regulation Division

  Responsible for drafting local laws and regulations on tourism in this Municipality; To review the legality of the normative documents formulated by this department; Responsible for the supervision of administrative law enforcement; To investigate and study the implementation of relevant laws, regulations, rules and policies; To undertake the agency work for responding to administrative reconsideration, administrative compensation cases and administrative litigation of this organ; Organizing the hearing of administrative punishment; Responsible for the training and qualification management of administrative law enforcement personnel; Guide the work of tourism legal advisory services; Responsible for the investigation and research of the tourism industry, and promote the research results.

  (3) International Market Development Division

  Responsible for the promotion of overseas tourism market; Design, plan and organize the implementation of large-scale tourism activities in the city; Responsible for foreign affairs related to tourism and the application for passports and visas.

  (4) Domestic Market Development Department

  Responsible for the development and promotion of domestic tourism market; Promote special tourism such as international conferences, exhibitions and incentive tourism; Develop new tourist routes and new products; Responsible for the production of tourism promotional materials and audio-visual products; To guide and manage the news propaganda work in this industry; Guide district and county tourism festivals.

  (5) Planning and Statistics Department

  To study and put forward the long-term and annual plans for the development of tourism in this Municipality, and organize their implementation; Responsible for tourism statistics and analysis, research and provide domestic and foreign tourism statistical information; Organize the general survey of the city’s tourism resources; Coordinate the work related to the construction of tourist facilities and the development and utilization projects of tourist areas (spots); Guide the tourism industry to attract investment.

  (6) Hotel Catering Management Office

  Responsible for the industry management of tourist hotels, designated catering units and hotel management companies; Organize the star rating of hotels; Responsible for the approval and management of hotels, restaurants and hotel management companies designated for tourism; To guide and coordinate the accommodation and reception of major conferences and activities in this Municipality.

  (7) Comprehensive Management Office

  Responsible for the industry management of travel agencies and tour guides in Beijing; Approve and review travel agencies according to management authority; Responsible for the approval of shops, taxi companies, camera companies, medical consulting services, performance venues and other designated tourist units and their management; To manage the classification and evaluation of the quality of tourist areas (spots); To guide and coordinate the comprehensive management of the city’s tourism market; To guide the work of the district and county tourism management departments and the social group work of the city’s tourism industry.

  (8) Security Office

  Coordinate and manage the city’s tourism safety work; To guide, supervise and inspect the fire fighting, public security prevention and national security work of tourism enterprises; Assist relevant departments to investigate and deal with tourism accidents; Participate in the security work of arranging major tourism activities.

  (9) Finance Department

  To implement the financial system and management measures of the tourism industry issued by the state; Responsible for financial statistics of tourism industry; Responsible for the special use of the city’s tourism development funds and the management of government funds; Guide the financial work of directly affiliated units.

  (10) Personnel and Education Department

  To be responsible for the personnel management of the organs and directly affiliated units; Formulate the talent demand plan of the city’s tourism industry and organize its implementation; Implement tourism professionals’s vocational qualification system and grade system; To guide the adult education and job training in the tourism industry; To guide the work of educational institutions in the tourism industry.

  Party committees of organs. Be responsible for the work between the Party and the masses of the organs and directly affiliated units.

  Department of veteran cadres. To be responsible for the management of retired personnel of this organ and directly affiliated units.

  Discipline inspection and supervision institutions shall be stationed in accordance with relevant regulations.

  IV. Staffing

  The administrative establishment of the Municipal Tourism Bureau is 69 (including the establishment of discipline inspection and supervision), and the administrative establishment of 2 veteran cadres is approved. Among them: 1 director and 3 deputy directors; There are 25 department-level leadership positions.

  The establishment of agency logistics shall be approved separately according to the relevant provisions.
