Annual Report of Huairou District People’s Government of Beijing on Government Information Disclosure in 2019

  This report is made in accordance with Article 50 of the Regulations of People’s Republic of China (PRC) Municipality on the Openness of Government Information (hereinafter referred to as the Regulations).

  I. General situation

  (a) take the initiative to disclose the situation

  Adhere to openness as the norm and non-disclosure as the exception, fully implement the disclosure tasks stipulated in the Regulations, and actively disclose 27,381 pieces of government information on the portal website of the district government, covering national economic development, financial budget and final accounts, education, medical and health care, municipal construction and other fields. Open a column of "government documents", actively disclose 56 government documents and manage them by catalogue. Through the columns of "Institutional Functions" and "Introduction to Leaders", the institutional functions, institutional settings, office addresses, office hours, contact information and leadership information of all units in our district are publicly and timely updated item by item. 7 pieces of planning information such as national economic development were made public, and 33 pieces of relevant statistical information were released monthly. Through the column of government information disclosure, 96 pieces of information related to key work and major construction projects of the district government, 1,258 pieces of information related to key areas such as poverty alleviation, education, medical care, social security, employment promotion, environmental protection, public health, production safety, food and medicine, product quality supervision and inspection, 13 pieces of information related to recruitment of civil servants, municipal construction, public services, public welfare undertakings, land acquisition, housing acquisition, public security management, social assistance, etc.

  (two) according to the application for public handling.

  Ensure that the letters, online application acceptance channels and consultation telephones of all units in our district are unblocked, standardize the workflow of handling the application information in public, make the reply accurate, standardize the reply form, and ensure the people’s right to obtain government information. In 2019, our district received a total of 197 applications for government information disclosure, 4 of which were carried forward from the previous year, of which, 200 were answered on schedule according to laws and regulations, and 1 was carried forward to the next year.

  (three) the standardization and management of government information resources.

  Further standardize the public release and interpretation of government documents. According to the relevant requirements of the management of public attributes of official documents in our region, the public attributes of official documents should be made clear before they are issued, and the active public documents and related policy interpretations should be released synchronously after they are issued, and directory management should be implemented. The government gazette is published once every quarter, and the electronic version of the gazette is issued simultaneously with the paper version. Compile and publish a full list of government affairs disclosure, disclose relevant information item by item according to the relevant requirements of the full list, and implement dynamic control and real-time update.

  (four) the construction of government information disclosure platform

  The data of Huairou district government website will be unified into the unified information base management of the whole city, and the portal websites of the municipal and district governments will be served with "one network to check and one network to answer". Relying on the portal website of the district government, and in strict accordance with the requirements of the State Council, the column of "Government Information Disclosure" will be built into an open platform for releasing statutory voluntary disclosure content and a management platform for strengthening the management of key government information. Standardize the construction of information disclosure places such as district archives, district libraries and district government affairs service halls, and centrally disclose policy documents of administrative organs.

  (five) supervision and protection and education and training.

  Strengthen the evaluation of the voluntary disclosure of government information by administrative organs, and incorporate the disclosure of government information into the performance appraisal of the district government to supervise and promote disclosure. Two training activities on government information and government affairs publicity were held throughout the year. First, in view of the newly revised "Regulations", invite relevant experts on government information disclosure to conduct legal application and work practice training for the staff of public units in the whole region; The second is to incorporate the "Regulations" into the law-learning courses for departmental cadres in the whole region to further improve the professional level of the information disclosure team.

  (six) the district government work assessment, social appraisal and accountability results.

  In view of the government information disclosure work in the whole region, relying on the results of third-party evaluation, the performance evaluation of all government information disclosure institutions in the whole region was carried out, among which the district finance bureau, the district justice bureau, the district market supervision bureau, the district commerce bureau, Quanhe Street, Labagoumen Manchu Township and other units performed well. Combined with the performance appraisal results, a list of problems in public work is issued to the public units with points deducted, and there is no accountability.

  V. Main Problems and Improvements

  1. The disclosure of government information is unbalanced and incomplete, and the list information of key areas and the practical information of major people’s livelihood need to be further publicized. In the next step, we will rely on the full list of government affairs disclosure to fully disclose relevant information, deepen information disclosure in key areas, strictly regulate information release, and improve the accuracy of active disclosure.

  2. The professional ability and service level of government information disclosure staff need to be further improved, and their professional training needs to be strengthened. We will organize the public units in the whole region to concentrate on studying the new Regulations, and carry out special business training in time in view of the new tasks and new requirements put forward by the municipal level, so as to effectively improve the professional ability of public workers.
